Yes and no,this looks great on paper but go talk to ordinary people over there. It is really bad and it will get a lot worse. Not enough people left to do the work on the farms and in factories. No maintenance being done,teachers in hiding,smart people fleeing the country. Lots of videos on You tube about how life really is for most russians.- 2
