A Thai Starting A Small Business

I have a thai friend who wishes to start a small wholesale business and I want to know if there are any thai govt. websites available with info. restrictions, VAT , tax , etc.

I know they have been pushing the SME ( small,medium enterprise ) thing this year, so do they have help available?
