If you are upcountry, simply go to your local TOT or CAT office and say " I would like to apply for an ADSL connection, please" ( preferably say it in Thai )

As far as I know if the place you want the ADSL service already has a phone line(number) then the owner of that number must make the application to the phone company in question,,,,,,,,,,

I'm not so sure, my apartment in bangkok has a line that belongs to the landlady, but i own the ADSL 'account' - the phone bill arrives in her name and the ADSL bill turns up in my name. I know she had to be involved in the application, but it was me who applied for it etc

If you're upcountry and there is a TT&T line, it's even easier since the owner of the line dies not have to get involved at all!

You only need you're own passport, and within minutes you leave the TT&T premises with your username and password, along the the vpi/vci settings. Normally within 48 hours they'll have set the Dslam to accept your ADSL connection...
