I know this has been done before but:

Starting about 2 week ago, SSH on port 22 got really slow .. so slow that getting to any folder other than root kept timing out. It's a dedicated server in California, so my hosting company set up SSH on a higher (but not too high) port .. and that worked pretty well.

So Maxnet must be shaping on lower # ports as well.
