Have you try to start XP in Safe Mode by pressing F8 during startup? If not try to do that to first to find out the system files are ok or not. Once stated in Safe Mode, try to start normal again. Many times XP repairs themself during a Safe Mode Session.

If that didn't work, use the CD from your original installation (if you've that CD) and try the 2. Option of Rerpair, which is on the screen (during the setup procedure after booting from that CD) after the EULA screen were you've the press F8 for to accept the License by pressing the R key. That will re-install XP but keeping all settings and data.

I have had a similiar problem recently and found it be be spyware/viruses which had hidden themselves amongst a program I was installing......... when I restarted Windows XP, it loaded up to the welcome screen, the icons would appear and then within seconds disappear leaving me with a screen that I could not access anything through

I booted into safe mode and as soon as I seen the icons appearing on the screen, I clicked on Spybot Search and Destroy (evryone should have this program) and ran it to find that I had a trojan program called Virtumonde which was preventing the computer from working properly......... once deleted, everything returned to normal.........hope this might help you too
