Basically, I think you are on the right track. In this case I would look at ที่สุด as equivalent to ในที่สุด : in the end. So, to translate the sentence in two halves:

คนส่วนใหญ่คงจะรู้ผลร้ายของการตรึงราคาสินค้าแล้วว่า

Most people are already aware of the negative effects of price fixing; namely, that...

ที่สุดจะยิ่งซ้ำเติมส่งผลร้ายกับภาวะค่าครองชีพ

in the end it will make things even worse through its negative effect on the cost of living.

As you can see, I've translated ยิ่งซ้ำเติม as ' to make things even worse', which is slightly different to what you had; however, considered as a whole, our translations are the same.
