Maybe I've lived in Pattaya a bit too long and I am no longer able to view the world with anything but cynicism, but we all seem to be over-looking the one core issue that this latest headline snatcher is depending upon; just how dependable are the Constabulary? In a Nation where the Law Enforcers take a share of the spoils as a legitimate part of their income it is not a great stretch for them to start selling out to the highest bidder or, indeed, taking over the market themselves (which rumour has it they have already done in this neck of the woods). Taking the war to the Expat Dealers (and I am by no means saying it shouldn't happen) could also be viewed as a push to get rid of the the opposition and tightening their grip on a VERY lucrative monpoly..... sound business practice if you're a regular Thai with the standard ingrained xenophobic view of the world.

Drug agency poised to bust foreign gangs

BANGKOK: -- The anti-drug agency and police are gearing up to dismantle foreign-organised crime syndicates which have been controlling the trade in illicit drugs at some of Thailand's famous tourist destinations for years. Krissana Pol-anand, the secretary-general of the Office of the Narcotics Control Board (ONCB), said ONCB officials and drug suppression police were very concerned about the drug trade run by foreign businessmen in Phuket, Koh Samui and Pattaya.

''The drug trade run by foreign businessmen has been increasing in these areas. We're collecting evidence in order to bring these people to justice as soon as possible,'' said Pol Lt-Gen Krissana.

The ONCB yesterday held a press conference to announce its new drugs suppression policy.

Pol Lt-Gen Krissana had been transferred to an inactive post at Government House by the coup-appointed government of former prime minister Gen Surayud Chulanont. He was re-appointed as chief of the ONCB by the Samak administration a few months ago.

He said the ONCB and the police were combining forces to keep a close watch on foreign drug traders. He claimed the authorities already had a list of people involved in the illicit business.

He said foreign drug dealers, especially Africans, had run their businesses in the country's tourist destinations for years. Some opened a business office in town as a front to conceal their illegal activities from authorities, while others travelled back and forth between their countries and Thailand.

Pol Lt-Gen Krissana also expressed concern over the growing number of Thai women being deceived into marrying foreigners and being used by foreign drug dealers as couriers.

Many had been used as drug couriers, he said. Over the past two years, 82 Thai women had been arrested in China and Australia after carrying heroin from India and Pakistan via Thailand.

''I don't want Thai women to think that marrying foreigners will make their lives better because sometimes they are lured into the drug trade,'' he said.

He said the Interior Ministry had been asked to help in a campaign to educate women in rural areas about these foreign drug dealers' ploys.

He said he had instructed officials to step up suppression of the drugs trade in 22 border districts in nine provinces over the past two months. Officers had found information that large amounts of methamphetamines would flood into the country during this period.

After reading through to page 4 it appears that the original post became lost in translation. Many recognized this press release for was it is. The typical tripe spun periodically by a figure head when it is his our her turn to say something, anything at all to seem responsible and relevant on the topic of the day.

The poor General guy has the thing prepared at his direction by an underling that may sound pretty good to the Thai people but when released to the world press in English is subject to many interpretations. The former ONCB Chief is now the current ONCB Chief and admits his target rich environment has existed for years but now he is going to do something about it.

He begins by singling out the Africans. No duh! Then he drags his country's rural women into this mess and is working to educated the "weaker" sex into the dangers of marrying them and other foreigners. It is actually pretty funny but this yearly ritual to thin the drug trade is anything but funny. The Interior Ministry is going to hand out anti-African information along with condoms?

Can the good general tell us why now the African drug dealers who have been operating "for years" are now on his radar. He was the head guy before and all this was going on right under his nose. What is new about watching entry points for drugs entering the country? A few "perp walks" and we will move onto the next big thing. That simply may be that Christmas decorations will not be put up before October to save energy. TIT

That's why it was proposed to change the uniform's color some months ago, that's as far as they'll go.

Terms like Brits and Yanks are almost exclusively not used in derogatory context to describe British and American people. The are commonly used terms spoke with no ill intent given or taken. The word "Nip" is used in an anti-Japanese derogatory context virtually 100% of the time. Maybe just simple interpretation, but it is what it is.

The web link that you originally provided "taiman.com" is a link to phony website that provided no little if any useful information. Why didn't you simply acknowledge that you made a typo and actually meant "taima.com?"

In answer to your quote/questions.

1.Scum would be the drug dealers who induce other persons to grow, sell, traffic or use an illegal substance.

2. Alcohol is legal and those who sell it to minors are scum.

3. The hilltribe farmer did grow food for his family and others until scum came and made an offer of a lot of cash if he grew plants which could be turned into drugs.

4. Cigarettes are legal and yes the person selling them to minors is scum, I presume you mean cigarettes when you say fag, as the term fag commonly refers to homosexual?

5. I would not class anyone, as an uneducated low class fool if they makes spelling mistakes.

6. How is spelt with a capitol when starting a sentence. Moron's is not spelt with a comma.

The death penalty is still given in Thailand for drug dealers who sell, deal or are in posession of a certain ammount of an "A" Class drug. I am all for the death penalty, as there are enough warnings all over the country and the world for that matter, that state the death penalty will be enforced.

i agree with terrytan....get rid of the scum....drug dealers, prostistution rings, pedophiles...these are are scum and need to be dealt with in the extreme

Anyone who bandies about the word 'scum' to describe their fellow human beings has a bit of a problem.

It says much more about them than their targets.

No state has any right to stop anybody ingesting whatever drug they wish to. Most do, but then the human world is full of all this interference by people in other people's lives.

and makes the most important of points... yes, they do have a big probem, it is usually themselves.... they love to point the finger, because of somethign wrong in thrir own lives- that is really so often the case

anyone ever going to address my points or stay on the side issues- I wonder why that is..?

1- do we label all illegal drug dealers as scum ? its harsh lable often bestowed upon someone who has a few problems/failing in their owns lives, and so loves to throw the book

at others. Are they really all the same? do the people who buy them bear no responsibilty?

2- should,nt we be careful about such generalisations.?

3- should we advocate the death penatly when A- it does,nt work B- so many innocents have died? ( meaning it does,nt work)

4-Should we instead of this mud throwing looking for a solution, a way forward. The current way does,nt work. People will always take them, you cannot change human nature.

5- throwing everyone in jail- the school, network centre of crime, really smart that it, they go in come out and start off all over again, far better eqipped

to do a better job than before.

And the inhuman way they,re treated makes them hate society so much they have little regard for others.

To give the BIB some credit on backing up what they say - just a few days ago up here in the northern lands, the BKK police came and took away a Taiwanese business man who has lived here for over 20 years. The official reason was given as 'submitting improper visa application' and there are rumors abound for the other reasons. Did the newspapers do an article on this?

Yaba is a typical Northern and Central-African drug, same as marijuana. Morocco is a big producer together with the Sahel countries. It was traditionally used by Bedouin and African tribes against fatigue and hunger. Its very popular and widely used all over Africa. In fact its a part of daily life in Africa.

Heroine is mostly produced in Afghanistan (90 % of world production) and is controlled by the Taliban and exported via the the old USSR republics and Pakistan. The trade is mostly organised by Muslims.

Cocaine is a party drug mostly used by Yuppies.

Stopping the use drug's can only achieved by fierce measures. Simply to give death penalty by overdose to every user or dealer, regardless the amount of drug's in his possession. Because their is not any reason who can justified the use of drug's.

And by drug's I also mean amphetamines, XTC or any other chemical drug.

1 - I think you're confusing Yaba (a small methamphetamine based pink pill) with Khat - http://en.wikipedia.org/wiki/Khat - Khat being a plant that is popularly and traditionally harvested and used (by chewing the leaves) in African tribes - there's a HUGE difference between the 2 drugs. I'd be very surprised if Yaba was traditionally used by Bedouin tribes - it's a synthesised drug, it comes in pills that users crush up and smoke.

4 - This is more of a subjective retort - yes, a blanket death penalty would probably reduce drug use, but killing someone for havng a joint seems overkill to me - I guess it depends on your politics and your views on individual liberty.

It is widely acknowledged that the Taliban played both sides of the fence with the opium harvest. Their public side was the religious fanaticism of their "theocracy." The private side was quietly supporting the trade in order to siphon off the massive amount of money being generated. Of course we know today that this money has helped to fund attacks against the USA and many other freedom loving countries around the world.

It is also widely acknowledged that opium production set records in 1999 (4600 metric tons), arguably at the height of the Taliban tyranny. This is hardly reflective of the anti-heroin claims that you make.

Change the scenario to one of tainted produce from China down at the local green grocer. Most likely, some of the people going on about the right to consume controlled substances and the infringement of liberties would be the first to chime in on the evil Chinese and how we must rid the country of the tainted produce, and of course pointing the de rigeur ciggie tar stained fingers with black fingernails at imaginary bogeymen.

If one is so quick to condemn the tainted Chinese produce, why then isn't the logic consistent with these "recreational" drugs? There is no quality control in their production and the products are almost always tainted with heavy metals, organic solvents and other toxic crud. Consider the crackdown a health and safety issue and the right of access to the products is rendered moot.

Ok, I know the other issue is one of targeting foreigners. On that, I concede that it is unfair to target a minority group. The solution then is to enforce the law fairly.

Have you stopped laughing yet? Maybe we should wait a few seconds first to compose yourself before I we discuss the Thai concept of justice and equality in law?

Mmkay, no sane person would argue that a farang will see the law enforced fairly in this matter. The reality is that this is how Thailand works. We can do the Don Quixote routine and take a stab at the turning windmill and get frustrated for naught. As an old girlfriend used to tell me when I'd ask her if there was anyway we could get the dog to stop howling and scratching at the door when we were busy; Deal with it she said, cuz the dog was there before me and he wasn't going to change no matter how much I begged, pleaded or threw shoes at the door.

And having said that, I do remember watching a Thai TV news report, about 4 years ago, showing a Thai police Lieutenant Colonel who was pulled over at a police check-point, and arrested, for possession of many meth amp pills. I remember people, locally, cheering at this report because they could not previously conceive of a Pol Lt Col being held accountable for anything prior to the administration of Dr. Thaksin Shinawatra.

As concerns your negative comment with respect to the army people: are they not a pillar of society?

Maybe yes, but there are plenty of bad apples there as well, we re just not exposed to them as often as we are with the brown uniforms with their in your face scams.

Stopping the use drug's can only achieved by fierce measures. Simply to give death penalty by overdose to every user or dealer, regardless the amount of drug's in his possession. Because their is not any reason who can justified the use of drug's.

And by drug's I also mean amphetamines, XTC or any other chemical drug.

I do not profess to be an authority on such things, but you clearly are not either - in any shape, manner or form.

Can we please get back to what the press release is about? How is Japanese drug culture in any way relevant to this? :D

My opinion - yes, like a*seholes; we all have one - the original press statement is some moderately xenophobic rhetoric from a newly re-appointed Pol Lt Gen, trying to give assurances that the ONCB will actually do some work in stopping the drugs trade in the tourists resorts by targeting non-Thai drug trafficking operations.

As is already succintly pointed out, the ONCB has conveniently failed to realise or acknowledge the fact that these "foreign drug dealers" must have some assistance from Thais within Thailand to continue to operate with relative impunity, probably reaching up to high authorities.

The most probable thing to happen next is - nothing. Less likely is that some busts are made in the tourist resorts and miraculously no Thais are implicated in any way. 'Nothing' is still a winner for me here.

There are better things the ONCB could be doing with their time - but I'm pretty sure they wouldn't be interested in what I, or anyone else at TV has to say on the matter.

For some of its 'misgivings'; I still love Thailand. It's my adopted home. Why do the "moaning minnies" who constantly deride every aspect of this country bother to live here, if they do? Go somewhere else and try to make those countries much better with your half-assed, armchair-bred, beer-stained policies.

Excuse me... does anyone perform any kind of thread moderation here? Many of these posts are completely irrelevant to the OP and as happens on many threads at TV, some trolls degenerate into their own grammar and spelling derisory olympics. WHAT PURPOSE DOES IT SERVE? It is so mind-numbingly banal and embarrassing to read.

It was traditionally used by Bedouin and African tribes against fatigue and hunger. Its very popular and widely used all over Africa. In fact its a part of daily life in Africa.

Heroine is mostly produced in Afghanistan (90 % of world production) and is controlled by the Taliban and exported via the the old USSR republics and Pakistan. The trade is mostly organised by Muslims.

Cocaine is a party drug mostly used by Yuppies.

I have been following this whole thing quite nicely thank you, then the above chimed in to try and annoy the living daylights out of a few.

Please, please, please, do NOT use commas (,) where you should have an apostrophe ('). It just is bad manners to use appalling grammar among a group of highly educated fellows such as ourselves and makes us suspect you may be Dutch, whereamong, grammar is not an issue.

Drug agency poised to bust foreign gangs

BANGKOK: -- The anti-drug agency and police are gearing up to dismantle foreign-organised crime syndicates which have been controlling the trade in illicit drugs at some of Thailand's famous tourist destinations for years. Krissana Pol-anand, the secretary-general of the Office of the Narcotics Control Board (ONCB), said ONCB officials and drug suppression police were very concerned about the drug trade run by foreign businessmen in Phuket, Koh Samui and Pattaya.

''The drug trade run by foreign businessmen has been increasing in these areas. We're collecting evidence in order to bring these people to justice as soon as possible,'' said Pol Lt-Gen Krissana.

The ONCB yesterday held a press conference to announce its new drugs suppression policy.

Pol Lt-Gen Krissana had been transferred to an inactive post at Government House by the coup-appointed government of former prime minister Gen Surayud Chulanont. He was re-appointed as chief of the ONCB by the Samak administration a few months ago.

He said the ONCB and the police were combining forces to keep a close watch on foreign drug traders. He claimed the authorities already had a list of people involved in the illicit business.

He said foreign drug dealers, especially Africans, had run their businesses in the country's tourist destinations for years. Some opened a business office in town as a front to conceal their illegal activities from authorities, while others travelled back and forth between their countries and Thailand.

Pol Lt-Gen Krissana also expressed concern over the growing number of Thai women being deceived into marrying foreigners and being used by foreign drug dealers as couriers.

Many had been used as drug couriers, he said. Over the past two years, 82 Thai women had been arrested in China and Australia after carrying heroin from India and Pakistan via Thailand.

''I don't want Thai women to think that marrying foreigners will make their lives better because sometimes they are lured into the drug trade,'' he said.

He said the Interior Ministry had been asked to help in a campaign to educate women in rural areas about these foreign drug dealers' ploys.

He said he had instructed officials to step up suppression of the drugs trade in 22 border districts in nine provinces over the past two months. Officers had found information that large amounts of methamphetamines would flood into the country during this period.
