Don't know if a new investment visa is still obtainable.

Friend of mine got one for 4 years in a row, he is still getting his yearly extensions, but he might be getting grandfathered on the rules present 4 years ago!

Anyway, you don't have to buy in an "eligible condominium" as such, the only rule is that you buy firsthand. This means if you buy a 3 million baht unit in a 5 year old building, you'll still get the visa if the unit never has been sold before (meaning it was still registered in the name of the original condo developer/builder)

Also, if the condo is valued at 2.6 million, you can get get your investment amount up to the required level by either depositing the remaining 400.000 in a government bank (e.g. Krung Thai Bank) or by buying government bonds to the amount of 400.000 Baht.
