Any suggestions on an efficient way to travel from Pattaya to Phnom Penh or from Pattaya to Sihanoukville would be appreciated? Also how long does it take? Road conditions?

The best way to travel from Pattaya to Phnom Penh is not via the Chiang Mai forum.

From Pattaya to Sihanoukville I think one way is to go by bus or van to Trat, then by van to Had Lek Thai Cambodia border, then to Koh Kong on the other side of the border in Cambodia. From there take a speedboat to Sihanoukville.

i think you will find the speedboats ? ( you call 4 to 5 hours speedy ? ) stopped running when the opend the 5 new bridges about 18 months ago

ps the speedbooats were actually old london to richmond thames river cruzers that still had the 13 amp electrical sockets still in them !
