Actually, even as a foreigner you can fly without a passport in Thailand only using your Thai drivers license. Done it on several occasions without any problems.

how about a 4 yr old farang kid born in LOS, but does not have a passport yet?

There should be some kind of paper from born,

Birthcertificate, housepapers where the child is listed in. (with that papers you can get even a day pass to visit Lao)

Anything will do.

My Thai-Falangmix children flew young as 2 weeks young with no papers-some years ago and with 1 year old, only with birthcertificate.
