As I recall, the training for a broadcast license lasts 30 days. Basically, it covers the laws and customs, and also how to turn off/on a transmitter... Yes, there is an organization in Thailand that collects royaly payments, but I can't remember the details. I'd assume the PRD would have the info on this, too. If "prd" stands for the Public Relations Department, the correct URL is http://thailand.prd.go.th Although, I wasn't able to locate the path to the issue at hand, i.e. a licence to broadcast in Thailand on that site. I actually copied and pasted that from a gov website You won't find much specific info on these websites outside of contact info. It will defintely take at least a phone call, but more likely a personal visit, to get your answers. That's the way it works in Thailand.
