Emergency decree lifted in Chiang Mai, Chiang Rai, Ubon - but not in Bangkok

Will that mean that they are opening the bars in town again?

My wife told me the bars were closed because of the Emergency Decree so I have not been in town since then.

My wife says it can take a couple of months before they can open but I think that sounds very strange.

Someone that can give some guidence?

Bars were never closed. Just nobody with any money.
