You must do in Phuket.

An extension of stay based on retirement should be requested from the Immigration Bureau office covering the area in which you reside. Non-Immigrant "B" visas are issued by Thai embassies and consulates outside of Thailand. Are you intending to change your visa type from "O" to "B"?

No. I have a non-immigration "B" visa (thats what i think the name is , i have it for many years because i work in thailand, and every year I extend it by the immigration in Thailand)

The other visa "retirement visa" is for my mother.

Actually you have an extension of stay for work rather than a visa. The visa was only for your initial entry.
