If I get a 90-day non-immigrant visa in my home country, when does the clock start ticking? Do I have 90 days from the time the visa is issued or do I have 90 days from my arrived in Thailand?

Actually, two clocks there:

#1 is the "use by" date or "use before" date. You must enter Thailand at least ONE (1) day prior to the date which is the expiry of the visa.

#2 is the "permitted to stay until" date which is stamped into your passport by Thai Immigration on arrival in Thailand via air or land, or in some cases, water. This'll be the "90 days" you're referring to.

As said, enter before the use by date and you will get 90 days stay.

The visa starts working the day you receive it, so be prepared to use it shortly thereafter.
