Torrent Downloads Have Slowed To A Crawl In The P.M.

I am in Chiang Mai on 3bb 8m / 1m.

For about the last week my torrent downloads have slowed to about 15 KiB/s from about 5:30 P.M. till the very early morning. Normally I get about 750 KiB/s on torrent downloads.

Wondering if they have started throttling them or what? I am using encryption and have tried using a VPN. No difference in speed. At the same time of night, I get my normal 600-700 KiB/s on international HTTP downloads.

If it is throttling, anyone have suggestions for defeating it?

Have the same issue, tried using my VPN but without any real change in speeds.
