we have 2 children, 3 & 4yrs and have head that they will not be charged for overstay. if this is the case is there a cut off for this 'free-time'?

They indeed do require visa or visa exempt status for entry but they are not charged overstay for any time beyond the permitted stay spend in Thailand below age 15.
