Easiest? Well, if you want to avoid traffic as much as possible.

Walk to Wanglang boat pier. Take the express boat to Saphan Thaksin. Take the BTS from Saphan Thaksin to Ekkamai.

At Ekkamai go to the bus station, then catch bus. make sure said bus is taken at an odd time of date to avoid traffic jams (perhaps 10am or 10pm). Wait 4 hours and you will arrive at the bus station on the North side of central Pattaya.

Why would he do the bus thing when there are boats leaving Supan Thaxsin to PinKlao every 10 minutes?

Also a long walk from Pattaya to Bkk Wanglang boat pier. If I was him I would just take the mini van from Pattaya to Khao sarn rd then walk to the Boat pier number 13 and cross the river then he is in Pinklao. Boat is 5 baht I think

why not just take a bus from/to Southern Bus terminal from/to pattaya. from there there are at least 20 Buslines going to Pinklao.

there is no need of spend all day in traffic going trough downtown .. burn money with skytrain and whatever else

short version: North Pattaya Bus station ... get a Bus to "Sai Tai" or Southern bus terminal. (cost about 10 baht more .. and may take 10 minutes longer than going to ekkamai.

from the bus terminal .. walk out .. cross the main street and take a regular bus to Pinklao (number 40 will do it)

or the Bus Terminal have own bus stops where aircon busses parking .. (then you safe the street crossing ...

a trip to Pinklao (lets say central) will cost you between 12 and 24 baht and take about 30 minutes)
