The president made the extraordinary promise during a nearly two-hour address at the Republican Party's unprecedented midterm convention in Dallas. And there is one small problem. Nobody yet knows exactly how America is going to pay for it. A very expensive promiseThe potential bill is enormous. With roughly 270 million American adults, a $5,000 payment to every one of them could cost around $1.35 trillion. That is more than the entire annual budget of many countries. Trump presented the idea as a dividend to Americans, apparently linking it to the huge sums being collected through his tariff policies. The White House has not produced a detailed plan explaining how the scheme would work. Vice-president JD Vance subsequently suggested that wealthy Americans could be excluded and that tariff revenues could help finance the payments. But even that leaves a gigantic hole. The tariff money isn't enoughAmerica is collecting substantial sums from tariffs. But tariff revenue is nowhere near enough to simply hand $5,000 to every adult American. That means the proposal would require either much more tariff income, other government revenues, borrowing, or some completely different mechanism. And with America's national debt already around $40 trillion, that raises an obvious question. Where does the other trillion dollars come from? Trump calls it a dividendTrump's choice of words is significant. He did not describe the proposal as another government benefit. He called it the “Trump dividend”. The idea is clearly designed to make voters feel that Trump's tariff policy is producing money that can be returned directly to Americans. It also turns the midterms into something much more personal. Trump is effectively telling voters: Keep Republicans in power — and you could get $5,000. But he says he's not runningThere is an extraordinary contradiction running through Trump's convention appearance. He isn't on the ballot. But he repeatedly told Republicans to behave as though he is. “Please pretend that I'm running,” Trump told the audience. He warned that if Republicans lose Congress, voters would lose their tax cuts, border security, safety and wealth. “In actuality, I really am running,” he said. Politically, that is the entire point of this unusual convention. Trump wants the 2026 midterms to be a referendum on Trump. The Republicans have a problemThe strategy is obvious. Trump remains the most powerful figure in the Republican Party and his endorsement can transform primary and general-election races. But his popularity has fallen, with recent polling showing weak approval ratings. Some Republican candidates fighting difficult races have therefore stayed away from the convention rather than risk tying themselves too closely to Trump. That creates a fascinating problem for the party. Trump believes he is the Republicans' greatest electoral weapon. Some Republican candidates appear to think he might be their biggest liability. Then comes the Iran problemTrump also spent much of his speech defending the war with Iran. He argued that Iran cannot be allowed to obtain a nuclear weapon and suggested the conflict would ultimately be resolved. But the war has already pushed energy prices sharply higher, creating another problem for Republicans going into an election in which voters are extremely sensitive to inflation and the cost of living. So Trump is effectively asking voters to believe two things at once: The war is necessary. And his economic policies will make them richer. Five thousand dollars changes the conversationThat is why the “Trump dividend” could become one of the most talked-about promises of the entire midterm campaign. It is simple. It is enormous. And every voter can understand it. $5,000. No complicated tax table. No 200-page economic programme. Just a number. The difficulty comes afterwards. Who qualifies? How much does it really cost? Where does the money come from? Would wealthy Americans receive it? Would Congress have to approve it? And would the payments actually happen if Republicans win? The election just got more interestingTrump has turned the Republican midterms into something unmistakably Trumpian. He is defending his record. Defending the Iran war. Defending tariffs. Attacking Democrats. Warning voters what happens if Republicans lose. And now promising Americans thousands of dollars if the GOP survives. The Republicans aren't simply asking voters to keep them in power. They're now putting a $5,000 price tag on the argument.
