No, it's an astrology thing. Sometimes a Buddhist monk will be the one to consult the astrology charts for an auspicious (lucky) date, but this custom is not part of Buddhism as such.

Yes - Astrology, Brahmin, and Thai belief system. For the Thai belief system part of the custom, there's a whole list of what not to do on a certain day of the week - I only remember 2 - no haircut on Wednesday, can't wear new things on Saturday, something like that....
