What time should I leave the country if my visa expires at march 14?

If I take overnight train from Bangkok to Laos at 20.00 pm March 13, and cross the boarder at 9.30 am March 14, will I have to pay for overstay?

A visa is for travel to Thailand, not for staying in Thailand. If is is your permission to stay that expires on March 14 you will not be on overstay if you go through the border check point on March 14.

You may exit Thailand/enter Laos at any time on 14th March whilst the border crossing is open. Friendship bridge closes at 10PM.

You have your answers above. The train is always late about 3 hours. It manages to take 1.5 hours longer than on the posted schedule just to get to Korat. Don't expect to arrive at the train station much before 10 a.m. and later if you end up helping the rail worker install a missing brake shoe from the train.
