To marry in the UK you have to have a Fiance Visa, or marry in Thailand then get a Spouce Visa.

You can get married if she is on a visitors visa with permission to marry.

If she has an ordinary visit visa she can also marry if she first obtains a certificate of approval from the Home Office.

To answer your original question, glennsdaf, you are correct. Whether she has a marriage visit visa or an ordinary visa and a certificate of approval; she cannot then apply for settlement while in the UK. She will have to return to Thailand and apply there.
