If no-one can guess, then clues can be given.

Stop whinging. The photo was fine when I first took it with my Brownie in 1953. The floods of 59 caused only slight water damage to my extensive collection of stick-in photo albums.

It's obviously in Eastern Europe, and most of the buildings pictured weren't destroyed in the war. :o
