Locked Fire Exit.

I was walking down the street one day...and saw a fire exit portal that had a metal gate that was padlocked from the outside. I can understand that the owner of the building does not want unwanted persons to enter the building. But is that fire exit supposed to be locked from the INSIDE? If it was padlocked and there was a fire - I can only imagine the tragedy that would occur. The building is owned by the government housing authority. I wonder how they ever got the permits to operate this building. I hope they remedy this before a tragedy occurs. I will post a photo later.

The Thai sign says Fire Exit. Do not enter. I guess - they should also say - "DO NOT EXIT" Nobody canna cross it.
