I've had sole custody of my son (half-Thai) for 2 years and my Filipino wife wishes to adopt him. We are currently working in Qatar and plan on staying here for a few more years at least. Where do I start?

Yes, you still need permission. But if she dosn't agree, a judge can give permission instead.

I believe this will be a case for the Thai aurhorithies, as the child is a Thai national and brn in Thailand. But maybe it could be done under the laws of your own country, in which case I suspect the girls mother MUST agree to an adoption.

But this is a bit complicated and needs expert advise on how and where to proceed.
