Charter panel to hear both sides

THE NATION

BANGKOK: -- The House committee in charge of vetting the charter-amendment bill held a non-voting session yesterday so both sides could air their views on draft provisions.

The contentious issues include the composition of the Constitution Drafting Assembly and qualifications of the charter writers. Committee members from the Pheu Thai Party have been backing government-sponsored provisions that the CDA should comprise 99 seats, of which 77 are allocated to elected members and 22 to academics voted in by MPs and senators. But the Democrats want CDA members to be elected on the basis of each province's population size and elected charter writers via a proportionate vote cast nationwide. As per the Democrats, the CDA needs to have more than 150 seats.

As for job qualifications, Pheu Thai MP Weng Tojirakarn said the minimum age for aspiring charter writers should be lowered from 35 to 25 years. He also suggested that charter writers maintain a year's residency in a given constituency in lieu of the five-year requirement as per the draft. The Democrats are against Weng's proposal, arguing that charter writers should be older, more experienced and financially stable.

Kalasin Governor to Suppress Smuggling on Amphetamine Precursors

KALASIN: -- The Kalasin governor enjoined all hospital administrators to watch for the smuggling of amphetamine precursors out of the hospitals.

Kalasin Governor Somsak Suwansajarit enjoined all hospital administrators to watch for the smuggling of Actifed pills out of the hospital, in which the tablets contain pseudoephedrine, a compound used as a precursor for making amphetamines.

Recently, 350,000 tablets of Actifed pills have been smuggled out of the Kamalasai Hospital.

The provincial governor urged for coordination from all units, and if the violators happen to be officials, they will face triple punishment.

Meanwhile, Deputy Provincial Public Health Doctor Somyot Srijaranai has been appointed as the director of the Kamalasai Hospital, replacing Supat Tadpetch.

Supat and other pharmaceutical staff have been transferred to an inactive post in the Public Health Ministry to allow the Disciplinary Committee to fully carry out an investigation on their actions.

From yesterday's investigation, a suspect believed to be an Actifed drug buyer did not report to the police as promised.

However, the police expect that conclusions will be drawn and will forward their findings to the Anti-Corruption Commission Office and the Royal Thai Police within this week.

Illegal Logging to be Seized

NAKHON PHANOM: Forestry officials and police officers seized more than 70 illegal logs worth over a million baht.

Officials say the province is the storage area of illegal logs which are smuggled across the Mekong River into China.

Sri Songkram police officers and Nakhon Phanom Forest Management Bureau 6 officers seized 59 Siamese Rosewood logs in Pon Sawang Subdistrict.

Furthermore, police raided Ban Kah Subdistrict and discovered more illegal logs.

However, officers were not able to find the owners of the illegal logs at both warehouses.

The 67 Siamese Rosewood logs which have been seized are estimated to be worth more than one million baht.

Sri Songkram Superintendent Police Colonel Watcharin Kulasin disclosed that the district is located next to Ban Phang and Tha Uthen districts, which border the Mekong River, the main transportation route of these smugglers.

Illegal logs are usually transported via the Mekong River to neighboring countries, such as Vietnam and Laos, before they are brought into China.

The district is the storage site for illegal logs which are felled at the Phu Pai National Park in Sakon Nakhon Province.

Police have asked for cooperation from village headmen and locals to watch out for illegal log smuggling and report any suspicious activities to them.

Flood Retention Areas to be Designated by May

BANGKOK: -- The Flood and Water Management Committee will consider over 200 water management projects next week, while it has yet to finalize flood retention areas.

Science and Technology Minister Plodprasop Suraswadi, who is also the head of the Flood and Water Management Committee, revealed that related agencies have been given seven days to review and reconsider 246 water management project proposals before they are resubmitted to the committee.

In addition, he said the Cabinet agreed to review the plan to discharge water from major dams to handle the fast approaching dry season.

The Cabinet has instructed the Water Board to work with the Flood and Water Management Committee on the matter.

Plodprasop reiterated that the sub-committee working on water management has been closely monitoring the water situation daily and reaffirmed that the water volume in major dams is sufficient for the dry season.

At the same time, Plodprasop said the Flood and Water Management Committee will meet with the Interior Ministry to discuss the designation of water retention areas.

He insisted that less than three million rai of land will be allocated as water retention areas and the committee would finalize the areas by May.

Plodprasop ensured that the water retention areas will be far from Bangkok and land owners must give their permission for their land to be used as water retention areas.

Public Transportation Fares will not Increase Today

BANGKOK: -- The Transport Ministry stands firm on not increasing fares for public transport services today, but is ready to discuss the issue with operators next week.

Deputy Transport Minister Chatchart Sittiphan said the ministry has assigned the Central Land Transport Control Board to examine the actual costs of all public transport services at its meeting today so that more realistic and reasonable fares can be determined.

The ministry remains firm on not hiking fares at this time.

The board was also instructed to come up with solutions to other problems including illegal transportation services, as well as measures to help authorized operators.

Chadchart added the ministry is planning to propose a plan for the restructuring of the public bus service under the Bangkok Mass Transit Authority, or BMTA, for Cabinet's consideration within the next two weeks.

The proposed restructuring involves the purchase of 3,183 new NGV-powered buses, including 1,659 non-air conditioned and 1,524 air conditioned buses.

The plan is expected to help cut the BMTA's expense by five billion baht a year.

The public bus operator currently has an annual expense of approximately 13 billion baht.

Regarding the BMTA's outstanding debt worth 76 billion baht, the minister said his ministry will seek help from the Finance Ministry to partially repay it.

Should the restructuring not happen by 2016, the BMTA will stand to lose 13 billion baht a year and incur an additional 120 billion baht worth of debt.

With the restructuring, the organization is expected to make 200 million baht in profit by 2014.
