UTTARADIT: -- About 100 conscripts are being quarantined at the Fort Phichaidaphak Hospital in Uttaradit, though there is no official explanation about their symptoms.

The hospital's director declined to speak to the press and the Uttaradit public health chief has also refused to comment.

However, a source at the hospital disclosed that members of the cavalry unit had lost their appetites and suffered from exhaustion, headaches as well as muscular aches and pains.

"Their symptoms are very much like flu but more serious. One of them is in critical condition," the source said, adding that 40 of them had developed lung infections and 60 others were under observation.

A sign saying "No Entry Allowed Unless Authorised" is posted in front of the hospital, and everybody inside the medical facility was seen wearing masks.

Frustrated flood victims block road

NONTHABURI: -- Around 200 angry residents of numerous Nonthaburi housing estates frustrated over insufficient flooddamage payments yesterday blocked a main road in the province for three hours, causing heavy traffic congestion along a 10kilometre section.

Among their complaints was the payment of differing rates of compensation. They said the owners of houses located next to each other received amounts of Bt4,600 and Bt10,200. They accused Bang Yai municipality and the local tambon administrative organisation of distributing the money unfairly, and demanded a probe into their decisions.

The residents refused to talk with lowerlevel officials and insisted on meeting provincial governor Aduldej Watcharasin, who showed up after three hours and spent another 30 minutes convincing them to disperse after making a pledge to look into the matter.

Fund for chemical fire victims

RAYONG: -- A rubber-processing company located in Rayong's Map Ta Phut industrial estate yesterday founded a Bt10million fund for residents affected by a chemical fire at a factory last month.

A senior official of BST Elastomer Co Ltd, Suphachol Nithiwasin, said the firm had paid another Bt17 million in treatment costs to those sustaining injuries and for construction of homes damaged by the fire. The money was handed to the provincial authorities yesterday at a ceremony and will be overseen by a panel of senior officials and the firm's management.

The chemical fire on May 5 killed 11 people including seven workers and caused injuries to 194 people living near the plant.

Protect rights, avoid provocation, NHRC warns

THE NATION

BANGKOK: -- The National Human Rights Commission yesterday issued a statement calling for all sides to exercise restraint in connection with street protests being held against the reconciliation draft.

"I am concerned that the situation might spiral out of control, triggering the violation of human rights, similar to what happened in the past," NHRC chairwoman Amara Pongsapich said.

The protesters, led by the People's Alliance for Democracy, should ensure a peaceful rally as sanctioned by the Constitution, she said. All sides should respect one another's right to air differing views and refrain from provoking one another, she said, adding that the authorities should take every precaution to prevent violence.

She called for proponents and opponents of the reconciliation draft to refrain from disrupting lawful activities being carried out by the other.

In a related development, the Thai Journalists Association called on media professionals to avoid inflaming the situation with opinionated and sensationalist reports.

The association urged the media to comply with profession guidelines on ethics, ensure that facts are checked and verified, avoid making provocative remarks, not act as a mouthpiece for either side, put comments posted on the social media in the right context and distinguish between facts and opinions.

Education official sues accusers in payment row

The Nation

BANGKOK: - Education Ministry permanent secretary Sasithara Phichaicharnnarong yesterday filed a criminal defamation complaint against Deputy Education Minister Sakda Kongpet and an aide in response to their statement accusing Sasithara of corruption and their filing of a nonfeasanceofduty charge against her last week.

In her complaint, Sasithara said Prasaeng Mongkholsiri falsely reported to Sakda that the permanent secretary illegally approved a Bt122million payment for school supplies when she headed the Office of the Vocational Education Commission, and that Sakda repeated the false claims on several occasions in interviews given last week.

Prasaeng's report claims that Sasithara approved the payment despite lacking several key documents, and that she failed to order a probe to find out why the documents went missing before she signed the approval.

The Criminal Court accepted the complaint, and scheduled a session at 1pm on July 30 to hear from both Sakda and Prasaeng.

Thai inflation grows slowly in May

EGAT eases water discharge from 2 major dams after continued heavy rain

BANGKOK, 2 June 2012 (NNT) – The Electricity Generating Authority of Thailand has decided to lower the amount of water discharged from certain dams after more areas have been experiencing continued rainfall.

The Electricity Generating Authority of Thailand (EGAT)’s Assistant Governor Kitti Tancharoen said that the sub-committee tasked with the follow-up and the analysis of the water situation has agreed to lower the amount of water released from Bhumibol Dam and Sirikit Dam during June 1st to 10th.

Mr. Kitti said that the decision was based on the fact that there has been continued heavy rainfall in related areas.

He stated that the daily water discharge from Bhumibol Dam has been cut to 12 million cubic meters while the amount of water from Sirikit Dam has also been lowered to 17 million cubic meters per day.

Currently, water storage at Bhumibol Dam and Sirikit Dam amounts to 46 percent and 49 percent of their respective capacities.

According to Mr. Kitti, the combined amount of water stored behind both dams now totaled 4.21 billion cubic meters, which, he assured, is sufficient for agricultural purposes.

He added that the 2 major dams can still accommodate an addition of some 12.1 billion cubic meters of water.
