Kokaew slams military at budget meet

BANGKOK: -- The House committee vetting the military budget yesterday called a 15-minute recess following a Democrat-Pheu Thai spat over the 2010 political violence.

The recess was prompted by the lack of a quorum after the walkout by Democrats protesting Pheu Thai MP Kokaew Pikulthong's claim that soldiers had shot and killed unarmed civilians in cold blood at Wat Pathum Wanaram on May 19, 2010.

The Democrats protested after committee chair Apiwan Wiriyachai had refused to remove Kokaew following what they saw as an attempt to turn the committee meeting into a military-bashing session.

Military leaders, led by Defence permanent secretary General Sathian Permthong-in, were giving testimony at the meeting to justify the Bt188-billion military spending plan.

After Sathian outlined the spending plan, committee members took the opportunity to pose questions on a wide range of domestic security issues.

Democrat MP Watchara Phetthong said he wanted to know whether the military had recovered the weapons stolen during the protests involving the red shirts from March to May, 2010.

Watchara also said he would like to gauge the military's response to a red-shirt leader who vowed at a rally last month to transform Thai democratic rule to be more in line with the Cambodian political system.

Democrat MP Nipit Intarasombat said Watchara was referring to Adisorn Piengket.

Nipit called for the Air Force to take action against a community radio station in Pathum Thani, located right next to their air base and broadcasting programmes deemed insulting to the monarchy.

He said Army chief General Prayuth Chan-ocha should be commended for rebutting the allegation raised by the red shirts in connection with the Wat Pathum Wanaram incident.

Commenting on the incident, Kokaew said there was an unanswered question over military cruelty as evidenced by the deployment of snipers to shoot and kill the victims.

Watchara demanded that Kokaew withdraw his remarks. As the coalition and opposition lawmakers exchanged sharp words, Apiwan intervened, calling on each side to stop blaming the other for the political violence.

Democrat MP Pichase Panvichatikul urged Apiwan to remove Kokaew. When this went unheeded, he called for a quorum count.

During the recess to allow both sides to cool down, Army chief Prayuth said he expected the meeting to carry on to a successful conclusion.

While awaiting the resumption, Kokaew and Watchara continued to air opposing views. Watchara distributed copies of the book he wrote that pins the blame for political strife on the "men in black".

Kokaew, meanwhile, told reporters that the conspiracy to topple the monarchy was a fabrication made by opponents so as to smear the Pheu Thai Party.

Following the recess, the meeting devoted its attention to scrutinising the military budget, 57 per cent of which is earmarked for salary and administrative costs, 21 per cent for operating costs and 22 per cent for strengthening the capability of the armed forces.

Of the total spending on military capability, 13 per cent will be allocated for instalment payments on past procurement contracts. Only some eight per cent will be available for arms purchases.

Again, in a Khmer Rouge context there is a similarity. The KR phrase for killing translates as "smash' rather than 'crush', but the difference is merely semantic.

2010 black cloth people blocked the street, had AKA-47 and M-79, a lot soldiers got shot, many building got burned down and you want to punish the army???

thaksin was removed because he made himself dictator in a single party parliament after a fake election and the coup got triggered when he sent paramilitary border police to shoot the mostly elderly women of the PAD. The military that made the coup is now working for Thaksin.

Don't forget to mention these facts as well.

Actually "re think the status of the monarchy" mobilizes a lot people in Thailand, as they love their Monarch. They don't want to re think it.

So you were saying he wasn't corrupt?

He fully paid the tax for the Shin sale, just these evil elite claims he didn't pay the tax.

His last election was complete OK, the expired care taker term, that the parliament didn't had enough MPs and that ALL other parties including his now coalition partners boycott the elections and Thaksin had a single party parliament are all just lies....it never happened.

This strong elite just forced the media, domestic and international, to publish these lies.

And of course there weren't any demonstrations in Bangkok as all the Thais very soo happy with him and the "re thinking of the monarchy"??

I do not think the PTP need any help in smearing the party, they are doing a wonderful job all by themselves.

As for Korkscrew, he should be in jail, not sitting in parlament.

No one has given themselves amnesty for 2010. The PTP are trying to do that though. I wonder why that is.

i think u forgot something,the opposition boycotted the 2006 election,TRT got 460 seats out of 500,the democrats knew they would loose the election,so then" somebody" called the election as undemocratic,and new elections scheduled for october 2006,but no elections in october 2006 because the army removed thaksin before he could win another election,these are facts,Thaksin tried to promote former classmates,tried, he could not do,after that general Sondhi transferred all midranks personal who are close to thaksin,with that transfer he prepared the coup already,these are also facts

Thaksin could have been PM for years but for two things... power and greed. He wanted to extend his power by interfering with the military but their first loyalty was always to the king, not the latest political opportunist. His second mistake was to use his position to enrich himself at the nation's expense to such a degree that this lost him a lot of popular support. Thus when the peaceful coup came there was virtually no opposition to it.

I wonder where we would be now if he had really been the man of the people.

What else could be expected by the committee chairman. Noted today on press coverage of the 'coloured' crowd awaiting the decision, many wearing communist china caps with the red star. Now their true intentions and colours are shining through and with thugs like Kokaew openly inciting violence and unrest, cowardly hiding behind parliamentary privilege, the writing as to intent of their exiled leadership is clear.

I didn't forget it. It's not relevant. Government couldn't be formed because Thaksin didn't pay enough parties to go up against him.

The elections were cancelled because the voters had to stand in view of "officials" who could see who they voted for and because of TRT paying parties to run against them.

And not forgot, you must mark the party with a rubber stamp and nothing else. To ensure that TRT can fake the paper without someone can check that all the TRT marks are in different color than the rest of the X....

Opinion spoken openly is characteristic of Democracy. .All political parties have radical members on the periphery. It a measure of an inspired leader to be able to accept the views of all while relying their ability to steer the Juggernaut that is the membership toward rational and expedient policies that will benefit the Nation.
