July 15, 201213 yr Adul likely nominee for police chief Chanikarn Pumhirun, Kwanhatai Malaikarn The Nation BANGKOK: -- Prime Minister Yingluck Shinawatra is expected to name today the new National Police chief for approval by the National Police Office board. The current chief, Pol General Priewphan Damapong, will retire from government service at the end of September. Two strong contenders for the post are Pol General Pansiri Prapawat and Pol General Adul Saengsingkaew. Both are now serving as deputy National Police commissioners. Pansiri, who is in charge of crime suppression, is the most senior of the deputy National Police commissioners. Adul is in charge of security affairs. He had also served as acting secretary-general of the Office of Narcotics Control Board. A source said Yingluck was likely to nominate Adul for the top police post but her choice might upset some board members of the National Police Office. "By law, the prime minister can choose any qualified police general for the post," former National Police chief General Patcharawat Wongsuwan said. "Seniority is not a decisive factor". Born on March 4, 1953, Pansiri was in the Class 28 of the Royal Police Cadet Academy. He later obtained a master's degree in judicial administration and criminology from the United States. He later earned another masters from Thailand's Thammasat University. He will reach his mandatory retirement age next year. Adul - born on April 8, 1954 - was in Class 29 of the Royal Police Cadet Academy. He later received a master's degree on social development from Kasetsart University. Look at most DG, Perm Sec and Dep Perm Sec positions... they are most often filled with people looking to get that one last senior title on their CV. That 12-18 month period is spent lining pockets and getting cozy with the cabal that will be the corruption lifeline well into the retirement years.

If they had promoted Pansiri then he retires next year and they start all over again. Until the country stops promotions on seniority, Buggins turn and I know somebody bigger than you and start promoting on real merit nothing will ever change.

You've got to want change for change to happen, but the only people who can effect that change is Thai high society. They won't do it because they are the ones that benefit from the current system.
