NASA may be good, but it's unlikely the results of such studies would immediately change weather patterns... even at the behest of a megapower. How does one change weather patterns? Boat propellers? No, but with 1000-2000 old DC-3 on 10.000 ft. Hey that gives me an idea to shoot to the Thai Scientists on the next projected flood. They can fly turboprops at a low altitudes skimming the water to divert the waters back. It seems that the boat props just did not give it that extra power to divert the water last time. I will only release the details of the project if they are ready to deposit some funds in my pay pal account of course. We here in America have what is called NASA and NOAA to aid us in weather prediction and now it seems in Florida we are on track to get Hurricane Isaac so we also have evacuations in place in advance to get us the hell out when the shit hits the fan.
