BANGKOK: -- A Department of Special Investigation (DSI) probe into alleged bid collusion and fraud in a project to build police stations and officer accommodation has found that eight companies submitted a letter to then prime minister Abhisit Vejjajiva and deputy premier Suthep Thaugsuban objecting to a plan to award the projects to a single contractor.

DSI chief Tarit Pengdith said yesterday the letter showed that the firms - which included controversial bid-winner PCC Development and Construction Co (PCC) - urged Abhisit not to approve the police department's plan to award a single contract for thnewsjse project, and to hold separate bids for each of the nine police regions. The firms said awarding a single contract would put local construction contractors at a disadvantage.

The document said the merged bid was unrealistic, as one contractor couldn't construct all the buildings nationwide at the same time.

The DSI would summon Abhisit to explain the facts soon, Tarit said.

He said the DSI had received complaints from five subcontractors of PCC, as the firm allegedly failed to pay them, while presenting work progress reports to the Royal Thai Police in order to receive payment. As a result, the DSI started a fraud probe against PCC and yesterday invited National Police chief Adul Saengsing-kaew to file a complaint as damaged party.

The DSI will invite former police chiefs Pol General Patcharawat Wongsuwan, Pol General Prateep Tanprasert and Pol General Wichean Potephosree to provide information before summoning Suthep, Tarit said.

So PCC submitted progress reports and were paid accordingly. Did not one have the presence of mind to sign off on the work in progress? Has Thai Govt ever heard of a project manager and why, at this juncture has there been no arrests of the directors of PCC? Everyone is too busy pointing fingers and muck raking and the good old DSI is going to 'investigate'. Talk about giving the crims time to get their asses covered... rolleyes.gif

So PCC submitted progress reports and were paid accordingly. Did not one have the presence of mind to sign off on the work in progress? Of course Abhisits teflon government couldn't possibly be involved in corruption and fraud now could they. It was part of Abhisit and Korns "Thai Khem Kaeng" "Investing from Strength to Strength" project that involved borrowing just under 1.5 Trillion Baht - you know the very thing he complained about this government doing. Various dodgy contracts were "undertaken" under this project including the infamous dust free road project which the democrats kicked off as a present to the Bhum Jai Thai Party if they gave up on the natural gas city bus purchase. The dems said that the process wasn't transparent (where have we heard that from before) but most thai people accept that the bus idea was a really good one and would make the BJP popular in Bangkok which was precisely not what the dems wanted.

So it has a lot to do with abhisit. Remember it was his cabinet that signed off on it, in particular his personally chosen right hand man. His non stick coating is wearing off faster and faster.
