That's 20 percent of U.S. states that will be offering state gay marriages that are basically meaningless at the federal level for matters of taxation, immigration, social security survivor-ship benefits, etc. However President Obama is doing what he can with the powers that he has (limited) to give these state marriages some more legal meaning.
