So it's literal? Or is there a saying that exemplifies the English saying?

It might not be an idiom, but Thai people understand and use it. It means that you are aimlessly doing something, without progressing (so you're staying at the same spot) or reaching your goal.

More along the lines of engaging in something pointless (selling sand to the Arabs that sort of thing).
