I bought a scooter second hand in Chiang Mai, with Chiang Mai plates, the owner gave me the green book and signed 2 thai documents and gave me copies of his passport and visa. I take the bike to Chiang Rai and try to change the ownership to my name in green book ..they said I can only do it in Chiang Mai because that's where it was registered. Is this true? Do I really have to return to Chiang Mai? I was told if I change the plate I can also change the ownership in the green book and not need to return to Chiang Mai I do not want to change the original Chiang Mai plate..I like it.
