Briefly... I bought a scooter second hand in Chiang Mai, with Chiang Mai plates, the owner gave me the green book and signed 2 thai documents and gave me copies of his passport and visa.

I take the bike to Chiang Rai and try to change the ownership to my name in green book ..they said I can only do it in Chiang Mai because that's where it was registered.

Is this true? Do I really have to return to Chiang Mai? I was told if I change the plate I can also change the ownership in the green book and not need to return to Chiang Mai

I do not want to change the original Chiang Mai plate..I like it.

If you want to keep the Chaingmai plate then you'll have to go to Chaingmai and do name change there.
