The biggest problem is that you need to take a relatively long and somewhat dangerous trip on Sukumvit to get there. And they are VERY hesitant to open anything that looks like a girlie bar. I can't see Bang Saray becoming the next Pattaya. Even ten years ago, Jomtien was livelier. But if I see a direct baht bus (not a a taxi)from Walking street to Bang Saray then the game is over.
