3G is "Mobile Internet". This is a package you pay for on your phone and the signal comes from the phone masts.

Wifi is normally at fixed locations (coffee shops, bars, restaurants, your lounge), and is usually free; you can connect to this on your phone and save your 3G data, which is normally limited.

Most phone menus have "Mobile Networks" as one menu option and "Wifi" as another.
