As it turns out it was a holiday and any government people who could have helped me were not in their offices. I recommend against it. From what I understand you do need to own the car outright. Definitely no hire cars etc. You will need a car passport which are easy to attain and depending on what border crossing you are using it can take anywhere between 30 minutes and 90 minutes to cross over. The owner of the car must be with the car. That is, you can not borrow someone elses car that has all the documents etc for taking a car into Laos. Though I do believe that one can get special papers within Thailand to drive someone elses car but not all check points accept this. Plenty of discussion on these sites about how easy it is to take a car into Laos.
