On behalf of my friend would lilke to ask if anyone knows if this is possible to apply for a tourist visa by a Cuban Citizen who arrived to Kuala Lumpur (for tourist purposes)? I try to contact Thai Embassy in KL but nobody answer the phone nor reply for e-mail for a few days already. I'm in Thailand so can't go to them in person for advice.

Cuba does not appear on their list of countries that requires Malaysian residency but that may not mean they will do the visa. Cuba appears on Vientiane's list of countries that cannot apply there.

Hi didn't yet. He got flight ticket to Malaysia, where no visa is needed.
