Can I Go From Ta To Tot For My Apartment?

My apartment has a direct TA line but the TOT fast internet sounds better. Can I change lines, or is this just the way my building is?

I have a TA line now but I was going to get a second line to use Pacific Internet. I was stuck between TA and TOT. Looks like I'll be going to TA cause TOT is a bit dodgy. Also, they are a government entity I think, being a Thai Govt. entity probably makes them worse. TA though is a private company and usually they are a bit more efficient - although not that much more. These lines are for your ADSL circuits, and I understand from a couple of posts here that TA's network is much faster and more up-to-date with TA.
