Corruption is endemic to many Asian societies and to a lesser extent in some Western societies also. It would seem that the "rulers" of an Asian country will be seen to punish those who get caught being corrupt but not those who belong to "the ruling party".

Justice must not only be done but must also seen to be done! It should be quick and effective and be seen as a deterrent to others, who practice corruption.
