Police "may have not monitored the gambling activities very thoroughly" What they really mean is they were not monitored at all. Either paid or ordered by superiors to look the other way and if they were ordered by corrupt superiors to look the other way, you can't really justify punishing them. This is not the Nuremberg trials and no one died or started a war, so, 'just following orders' is a justifiable defense on the part of the officers. As for the junta reforming the police or putting an end to corruption, it would seem the junta are not being very successful.. Sort of like their solution to solving the price of lottery tickets. So really when you think about it, this top cop is laughing in the face of the General. Who is really in charge ?
