Justice Ministry proposes legal punishment against policy makers

BANGKOK, 26 March 2015 (NNT) - Justice Minister Gen Paiboon Kumchaya will be proposing imposition of punishments on wrong-doing politicians and policy makers in the laws regarding state procurement at the upcoming meeting of National Legislative Assembly (NLA) members.

Gen Paiboon said he had already discussed the matter with Prime Minister Prayut Chan-ocha and the Council of State before deciding to put the idea forward with the NLA. If approved, the proposed penalties should be incorporated in the state procurement laws within this year.

Apart from legal actions, the Justice Minister said he would map out a preventive system hindering rogue politicians or officials seeking to exploit their power. Anti-corruption campaigns will be launched to raise public awareness and disapproval of corrupt practices which will in turn prompt policy makers to be more fearful of consequences of any dishonest deed.

Gen Paiboon said he is planning to establish a national anti-corruption operation center which will be supervised by secretaries general of major graft-busting bodies such as the Auditor General of Thailand, the National Anti-Corruption Commission and the Public Sector Anti-Corruption Commission. The new agency will be tasked with scrutinizing activities of state agencies and reporting the results directly to the premier.

Look! There is almost no-one in high public office or anywhere in politics in Thailand who has not been exposed to or implicated in corruption at some time. And almost every single public servant, policeman & military person too. If nothing was happening you and you glass-half-full mates would be bitching about "all promises, no action." But someone submits an idea to improve the corruption stakes in this unhappy country and you immediately want them to fall on the sword, perhaps put themselves in prison & then you would offer to let them try to clean up the country from inside a cell at the BKK Hilton. So, how clever are you? If everyone who had been touched by corruption was in prison now there would only be you left to fix the country on your own and no-one left for you to rule.

Look. this country is endemically corrupt to the point of verging on failed state status. Try and be a bit positive when someone offers a practical way to improve the place, agree with it enthusiastically. I have no idea who you think is good for the country, but try not to sound like a tired old PTP apologist crying "But but, but Suthep. Thailand is long past all that being a helpful response. This country needs genuine good legislation & "without fear nor favour" policing of same to prevent the situation continues. "Nuff said!

Uh-huh. Let's take a recent example - The agency reports to Yingluk that her Minister of Commerce, ably assisted by her assistant Minister of Agriculture, are conspiring with cronies of her brother to rob the country blind with fake G2G rice deals. What will she do, lie about it?

It's a start and it's better than all this "returning happiness" BS.

There already are laws and punishments for such wrongdoing. The laws are clear as are the consequent punishment for their violation. Problem has never been with that, but rather with their selective application (when they're applied at all). Selective and capricious application of the laws is as good as having no laws at all - something that everyone in a position to profit from said violations knows and something they act on with impunity (while it lasts) whilst pointing fingers at other for being 'corrupt'. It's Thailand's hysterical game of musical chairs and social anxiety - a nightmare version of Andy Warhol's 15 minutes of fame.

Very flammable and a low credibility factor of zero as a result.

Unfortunately corruption will remain a fact of life in Thailand, until they give the judicial process a proper set of dentures.

The Justice Ministry first of all needs to clean up it's own act. There is NO effective system for dealing with crooked lawyers and Judges. That is why there are so many of them. The Lawyers Council is just an "Old Boy's Club", whose members protect one another, regardless of their despicable crimes. I have been cheated 4 times in Thai courts, and I now understand why many Thais settle issues with violence
