Doubt they are fooling anyone, but many will go along, so they can resume selling travel insurance as well as other financial instruments. On 1 April 2015, martial law was lifted across most of Thailand. It has been replaced by other special measures which continue to allow the military expanded powers to enforce order. Unfortunately the International communities are a little harder to fool than the local population. If anything the response has been and is likely to be even more vocal, scathing and blunt about article 44 than martial law. They might be able to fool all the Thai people all of the time but not the international community.
