These are given out by pharmacists as a stop smoking aid - think it's just due to the stong flavour to be honest (they are very flavourful)

My wife uses them all the time for sore throats. I find that have just a little bit too much "chemical" taste to them. The product that all Thais must have in the bottom of their sock drawer is the Poh Sian stick inhaler. I would like to own that product. They sell millions. Everyday you see one of them stuck up some gals nose.

I've used them for years, cheap and if you don't like those sweet cough drops and don't mine the sour bitter taste. It helps but if you have a bad cold you will need something stronger. There is another one you can buy, it comes in a white packet with blue or black writing has two worms with lots of legs. I like this one better.

One interested side effect is that you will get your neck impregnated ... if Google translate is anything to go by.
