My young Filipino friend had one year education visa from a Thai Language school that expired two months ago. He has been in and out of Thailand for two weeks each time on tourist visa. Then he went to Laos last week to get a new education visa with all papers from the Thai Language school but his application was declined reason he was told that he studied at level 1 before so he should have enrolled at level two.It makes sense to me. However this kind of situation was unusual by officer pay attention to the level.He will go to school and ask them enrollment document at level two. Is it sfe for him to go to Vientiane again with right paper or he should try another country such as Malaysia - Penang? Any suggestion please?

Maybe your friend should make both changes: get the correct paperwork and go to Penang instead. I got a 2nd level Ed visa from Penang in January, no problems.
