Import Permits For Dogs From The Ministry Of Lives

Cab anyone help with info about how to get the imort permits for 3 border collies which I will bring from Uk. Some people say dont get an import permit and bring them not as cargo on a plane but with no permit as excess baggage so they go to the baggage carousel and straight out after the vets in dept hall has inspected health forms etc otherwise onew is subject to delays and even duty and excess payments and distress foer the animals whilst formallities take place over several hrs.
