Single-entry Tourist Visa

Other than Penang, which embassies/consulates in neighbouring countries are likely to issue a single-entry tourist visa without too much hassle?

If it's a consideration, I only have 1 double-entry tourist visa in my passport, used this year, followed by a couple of "visa-avoidance" W-30 entries (albeit none of the entries into Thailand I have made this year were "back-to-back" - on each occasion I stayed out of Thailand for 1-2 weeks before returning). I also have lots of W-30s from last year, but most were only used for 3 or 4 days each time.

I have read many negative comments on this forum about some of the embassies/consulates, but these often seem to refer to non-immigrant visa applications, or multiple-entry tourist visa applications, or else they aren't specific about the type of visa applied for.

I am interested in Savannakhet, Vientiane and Phnom Penh really. And does using agencies in those places help or hinder?
