How to deal with police corruption and extortion in Thailand?

Hi guys, I'll like to seek some advice and help on this matter. So basically what happened was that my Russian girlfriend's Thai ex-boyfriend was pissed off that she left him so he went to the police and made a false police report that she stole his gun and 400,000 baht from his house. Now she can't go outside because the police are looking everywhere for her. She had to fly back to her country in less than a week's time so she told me yesterday she went to the police station to "surrender" because she would have been stopped at the airport anyway. I don't understand the logic behind this but what's even more serious now is that the police confiscated her passport and demanded her to pay up 20,000 baht and they will drop the case, or else she would be deported and blacklisted for 5 years. I'm in Hua Hin for work right now and I won't be able to come back to Bangkok till the 18th, this Friday so my girlfriend is stranded in Bangkok. She has to move out of apartment because the police knows where she's staying. She has a family emergency back home as her grandmother just passed away and now she can't even go home because her passport is with the police.

I have heard of how corrupted the police in Thailand can be but never in my life, have I expected something so serious like this. Is there an agency or a hotline I can call to report the police for extortion and corruption? My girlfriend didn't even do anything wrong. She was framed and set-up by her sly evil ex-boyfriend and now she has to pay up 20,000 baht for something she didn't even do?!

Please kindly advise me on how I can deal with this terrible situation.

This. The Passport doesn't belong to her. It belongs to the Russian government. Let them know what's going on.

I called up a lawyer and this is also what he advised me. He said that the police in Thailand are legally not allowed to withhold our passports.

OP, are you an American? I surmise it from your writing style?

No I'm not American. I know what you are trying to say but believe me, I'm not being taken for a ride. I know her for years and she could have just asked me directly for money. What would you do if you were in my situation?

First I ever heard of a Russian taking on a Thai boyfriend. Quite an angle for an adventure story. How did they communicate?
