BANGKOK: -- A legal advisor of the Pheu Thai party said Wednesday that he was satisfied with the outcome of the investigation into the Rajabhakti park controversy by the Defence Ministry’s fact-finding committee.

Mr Ruangkrai Leekitwattana said that he had heard the clarification from the probe panel and was satisfied with the factual details presented by the panel which included the spending from the state budget and from the budget of the Rajabhakti Foundation regarding the construction of the project.

The Pheu Thai party’s advisor said, personally, he understood the limitations of the panel as it was not in a position to judge who were right or wrong because its work responsibility was different from that of the National Anti-Corruption Commission or the Office of the Auditor-General.

The probe panel chaired by Defence Permanent Secretary Gen Chaicharn Changmongkol said that his panel was authorized only to compile facts concerning the project by interviewing individuals concerned and examining documents in the possession of Defence Ministry’s personnel only.

The committee, he added, has no authority to investigate alleged irregularities.

So its authority was to only investigate regularities and was not empowered to find fault if it existed?

Basis in Fact: It's Deputy Permanent Secretary for Defense. Why is the correct title important? Because it may be relevant to understand that Gen Chaicharn works for the Permanent Secretary for Defense Gen. Preecha Chan-ocha who is Prayut's younger brother and recently appointed by Prayut to the position. Needless to say is that Gen Preecha is part of Prime Minister Prayut's cabinet.

It would be meaningless for PTP to take issue with Chaicharn's findings of fact and it didn't. Hopefully NACC will still investigate alleged irregularities claimed by PTP, albeit having questionable independence to compell testimony from military officers and examine military documents.
