I'm trying to find out if these Thai Consulates issue visas.

The Thai Embassy in India (Delhi) website does indicate that there are consulates in Bombay, Madras and Calcutta, but doesn't indicate whether they issue visas.

Has anyone used these?

But I have seen from google, they do have consulates in Mumbai, calcutta, may you should look for it.

Yes. However all require a WP3 to get a non immigrant B visa.

Looking at this stuff, I doubt that any of the Thai consular offices in India are soft-touches for visas (if that's what the OP was looking for), considering that they'll be strict for the majority of the resident Indian applicants.

Thanks for the link. Hadn't seen this. Will apply for a tourist visa in Chennai. Not looking for any soft touches, going to India anyway for a holiday!

Does anyone know if any Thai consulate in India (Chennai, for instance) also gives out 1-year Non-O visas? Like the ones in Perth (AUS) or Stuttgart (D) or Hull (UK) ?

If you mean based on visiting friends, no. Forget it.

Perth will be closing the 14th. Then there is only Hull that I know of left. Are you sure Stutgart will issue a multiple non-O based on visiting friends?

Edit:

There is no Thai consulate in Stuttgart. Only an outreach service from the Consulate in Frankfurt visits Stuttgart maybe a few times a year.
