japanese tourist visa for thai citizen?

a thai friend wants to travel to japan with her japanese friend for a few weeks in june.

can anyone tell me if she needs a tourist visa prior to departure rather than a stamp at the airport.

and if so, can it be obtained online or does it mean a trip to a japanese embassy.

any help much appreciated.
